Encore Construction is one of the largest environmental contractors in the Southeast. The company has completed major water and wastewater projects throughout Florida, and has worked in Alabama and South Carolina. The company is registered to do business in Georgia and North Carolina.
Encore claims on its website to have over 220 employees, with annual revenue projected to be $100 million. Patrick T. Rainey, who founded Encore in 1984, is CEO and President of the company.
Subsidiaries and Affiliates

- Bison Holdings, LLC - currently registered at the Winter Garden address of Encore Construction, Patrick Rainey is the only listed Officer/Director.
- Crown Point Partners, LLC – Patrick Rainey and Louis Rainey (also a Director of Encore Construction) are the Members of this real estate LLC. Crown Point Partners has been involved in real estate transactions with Encore Construction and the Raineys, and owns real estate in Orange and Charlotte Counties.
- Encore/Farner Barley and Encore/Mathews Construction – these are both construction joint ventures, formed with Farner Barley (an engineering and planning firm), and Mathews Construction (a Tampa-based contractor).
- Carter, Jolley & Speed LLC – Patrick and Louise Rainey are Managers.
- Blue Frog Properties LLC - Louise Rainey is the registered agent, and the corporate address matches that of Carter, Jolley & Speed.

The gap in compensation claims from 1996-2008 is caused in part by Encore’s use of temp agencies such as Strategic Outsourcing. For example, in 2005 a worker filed a petition naming Encore as his employer, but the case was settled in 2006 with Strategic Outsourcing listed as the employer (Note: the case Encore v. Harrell listed below involves a contract dispute with Strategic Outsourcing).

Projects
Encore’s website lists dozens of projects the company has completed, and highlights several major projects on an interactive map.
One highlighted project, listed as “Loxahatchee River District WWTP Exp/Upgrade” on Encore’s website, does not mention problems with Encore’s work at Loxahatchee. According to a report by project engineer Hazen & Sawyer , there were several problems with tanks and filters installed by Encore, as detailed in the 11 page report.
Encore’s website does not list the 2002 Williams Water Treatment Plant in Lakeland, FL. According to budget documents from the city of Lakeland (Page 4), after a dispute between the city and Encore during the installation of water filters, the city “could not reach an agreement with Encore and they subsequently demobilized,” and city crews completed the construction. Encore and Lakeland ended up in court, with Encore paying the city a $325,000 settlement.
Pension/Benefits
